Re-evaluation Translation
8:22  Indeed, many people and powerful nations will come to seek Yehuveh over everything, in Jerusalem, and to pray before Yehuveh.
8:23  Thus says Yehuveh of hosts; In those days it shall come to pass, that an accumulation of men out of all languages of the nations will take hold, even will grasp the garments of men of Judah, saying, We will go with you: for we have heard that Elohim is with you.

Bible, KJV Translation
8:22  Yea, many people and strong nations shall come to seek Yehuveh of hosts in Jerusalem, and to pray before Yehuveh.
8:23  Thus saith Yehuveh of hosts; In those days it shall come to pass, that ten men shall take hold out of all languages of the nations, even shall take hold of the skirt of him that is a Jew, saying, We will go with you: for we have heard that Elohim is with you.

Yehuveh’s Assurance of Jerusalem’s full restoration: Commentary on Zechariah 8:1-23 (5 February 2009):

Significant Words and Comments:
Commentary on Zechariah 8:22-23 (5 February 2009):   Is it possible, as many casual readers would like to project, that these “ten men” represent one man from each of the ten tribes of the separated northern kingdom, namely the returning house of Israel, joining the house of Judah in their homeland and both fully and willingly confirming their covenant with Yehuveh?  In context, no, for two reasons: (1) the union of the two houses, “house of Judah, and house of Israel,” occurred in Zechariah 8:13 before the people of the nations began seeking Yehuveh, so would not be represented as occurring at the end of the story; and (2) the Hebrew word translated ten, as discussed below, indicates an accumulation, which could be any quantity, even an all-inclusive count of all the nations which were not destroyed in the global demise and now return to Yehuveh.
Note how Scriptures present this gathering of nations as
all-inclusive, not as merely including ten individual nations or ten language groups:

Psalms 22:27: All the ends of the world shall remember and turn unto Yehuveh: and all the kindreds

of the nations shall worship before Thee.”

Psalms 67:2: “That Thy way may be known upon earth, Thy saving health among all nations.”

Psalms 72:17: All nations shall call Him blessed.”

Psalms 117:1: “O praise Yehuveh, all ye nations: praise Him, all ye people.”

Psalms 138:4: All the kings of the earth shall praise Thee, O Yehuveh.”

Isaiah 2:2 [Micah 4:1]: “And it shall come to pass in the last days, that the mountain of Yehuveh’s
house shall be established in the top of the mountains, and shall be exalted above the hills; and

all nations shall flow unto it.”

Zechariah 14:16: “It shall come to pass, that every one that is left of all the nations which came against
Jerusalem shall even go up from year to year to worship the King, Yehuveh of hosts, and to keep
                the feast of tabernacles.”

Psalms 82:8: “Arise, O Elohim, judge the earth: for Thou shalt inherit all nations.”
