4:9 The activities of those who flee falsehood established the foundation of this safe dwelling; their activities shall also complete it; and all will know that Yehuveh sent them.

Zerubbabel [H2216], all those who flee from confusion, lies, and vanity, as discussed in notes on Zechariah 4:6.
Have laid the foundation, or more accurately, have founded, is from yecuwdah [H3248], meaning “foundation, groundwork, underpinnings, beginning, premise.” Those who are returning to Yehuveh’s ways after being raised in falsehood, confusion, and vanity, do not create the foundation of His truth, but they do reconfirm it in humanity and pioneer the way in establishing practical applications of the truths which are restored to them. Isaiah 28:16 and Psalms 87:1 also use and add significance to this word: “Therefore thus saith Yehuveh Elohim, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.” “His foundation is in the holy mountains.” Revelation 21:19-20 describe in great detail the immoveable truths which comprise this re-established solid foundation, namely Yehuveh’s twelve commandments. Yecuwdah is used only three times in Zechariah [4:9; 8:9; 12:1].

Shall also finish is from the primary root verb batsa` [H1214], meaning “to break off; to complete or finish; to stop; to plunder.” This is a most intriguing use of batsa`, for Proverbs 1:19 [1:16] and 15:27 both translate it as “greedy of gain”: “So are the ways [“their feet run to evil, and make haste to shed blood”] of every one that is greedy of gain; which taketh away the life of the owners thereof.” “He that is greedy of gain troubleth his own house; but he that hateth gifts [payoffs, bribes] shall live.” Ezekiel 22:27 carries it further, speaking of getting “dishonest gain”: “Her princes in the midst thereof are like wolves ravening the prey, to shed blood, and to destroy souls, to get dishonest gain.” However, the same driving passion that has motivated the oppressive greed of this corrupt world, when rightly channeled to regaining our lost knowledge and heritage, becomes the greatest of all our blessings! Batsa` is used only here in Zechariah, and only twenty times in all of Torah.
