Re-evaluation Translation:
Repeating) Daniel 11:17  For, determined to return to their former global power, Russia and China employ the generating of fires [nuclear warfare], and Israel cannot withstand this attack and will cease to exist.

Daniel 11:18  And turning their face to other habitations, the Russian-Chinese-led coalition will occupy many, and the reproach the radical Islamic organization Al-Qaeda had brought toward them is now returned on its own head.

Repeating) Daniel 11:17  He shall also set his face to enter with the strength of his whole kingdom, and upright ones with him; thus shall he do: and he shall give him the daughter of women, corrupting her: but she shall not stand on his side, neither be for him.
Daniel 11:18  After this shall he turn his face unto the isles, and shall take many: but a prince for his own behalf shall cause the reproach offered by him to cease; without his own reproach he shall cause it to turn upon him.

Significant Words in Daniel 11:18 continued (7 November 2007): 
Reproach is from cherpah [from James Strong’s Hebrew Dictionary entry H2781, from the root verb H2778], meaning “contumely, disgrace, the pudenda,” used three times in Daniel 11-12 [11:18 (twice); 12:2].
        This is a powerful word conveying the broadest range of meaning: contempt, insulting or scornful language or treatment, derisive remarks, shame or loss of respect arising from bad behavior, dishonor, discredit, scandal, ignominy, humiliation, disrepute, particularly vulgar reference to human external sexual genital organs.
Cherpah is from the primary root verb charaph [H2778], meaning “to pull off, that is, by implication, to expose (as by stripping); specifically, to betroth (as if a surrender); figuratively, to carp at, that is, to defame.”

Without, except, used only here in Daniel 11-12, is from biltiy [H1115/H1086] properly meaning “a failure of;” that is, a negative particle, usually with a prepositional prefix to yield “not, except, without, unless, besides, because not, until, etc.”
Having returned to global dominance, Russia and China are again without shame.

Turn, more accurately turn back or return, from shuwb [H7725] meaning “to turn back or away; to retreat; again,” is discussed in notes on Daniel 11:9. Shame which returns to its source essentially comes back on the head of that person or nation which first put shame on another. In this context, the shame which Al-Qaeda sought to heap on Russia and China comes back on its own organizaiton.
